in short, a moderator is responsible for content management, e.g. to see if a post has been made in the correct sub-forum or whether the forum guidelines are being complied with while in addition to that, administrators are also responsible for member management, e.g. to reset a password a member might have forgotten or to ban members who have e.g. posted SPAM messages (ads etc.) or who have made repetitive posts in violation of the forum guidelines.
