I believe the only cruise lines that are truly all-inclusive (drinks, tips, shore excursions) are Seabourn and Silversea. Regent Seven Seas and SeaDream include some things but I don't know all the details. A travel agent that specializes in cruises could help you.

Just be sure you are sitting down when you look at the fare columns.
