Entry requirements for Baltic Sea with Costa Magica

Friends of mine, who are citizens of Namibia, made a cruise booking at Baltic Sea with Costa Magica.They made their booking at the German Costa department and Costa in Germany says they only take care for entry requirements for German/ Austrian/ Swiss citizens. And passengers from other countrys have to look for visa and entry permission on their own, e.g. entry to St. Petersburg / Russia.
Does anyone have more information ?
I always thought the shipping company would manage all permission for shore leaves for ALL nationalities...

First I'd guess they would have to have a Schengen Visa, which is a common visa for all Schengen Countries.

If the embarking port is Copenhagen, they need to apply for a Schengen Visa at the Danish embassy in Namibia.

When it comes to St.Petersburg I'm not sure, but I guess the Russian Embassy in Namibia would be able to answer that.

Tell your friends to go through their itenirary, and check whick ports are in a Schengen Country and which are not. Then they need to get an additional visa for every non-Schengen country. In the baltics I believe erevry country is a schengen country except Russia.
