I googled it and there are lots of photos of Disney CD's (and assistant CD's) wearing officer uniforms. Surely they all are not licensed officers.
On the other hand we are forgetting that many of the managers on a ship wear uniforms with shoulder boards. Hotel Director, Bar Manager, etc. They are not certified deck or engineering officers either.
The CD bears no department insignia upon his shoulderboards and the design of his boards indicates a "Staff" (i.e. non-command) vs. a "Line" (i.e command) position. He does have a lot of stripes for a CD!!!
Additionally - the uniform does not appear to be very well tailored, even ill-fitting. I suggest that this is made up for a Hollywood style infomercial! I,too, have never seen A CD in such a costume unless it was part of an acted role! It certainly is puzzling?????
Let's not forget that this is Disney we are talking about. EVERYONE employee by Disney that interacts with the "guests" are considered to b e "on stage". The uniforms are most likely the look that Disney wants to portray (hence Mickey Mouse wearing one)
