ePassport is what the biometric passports are called.

"Passport Card" refers to a card which may be implemented by U.S. Homeland Security for restricted use such as U.S. Citizens returning from Canada and/or Mexico. It would not replace a passport which is still the best idea for anyone to get. The card would meet the requirements for "secure travel document" as denoted in the Western Hemisphere Travel Initiative.
Passports are good for ten years for those 16 and older when it was issued. Childrens passports are good for 5 years.
