Its a good idea to have a passport anytime you leave the country. The answer to your question though is, no. If you don't have a PP, you'll need a Gvt issued photo I.D. (most use drivers license). You also be required to have your birth certificate (no photo copy, no hospital copy with little footprints) with a raise state seal.

If you don't have a passport now, don't try to get one if your cruise is next month. Unless you want to pay lots of money in expediting fees, you wouldn't get your passport in time. Turnaround times are at least 8 weeks now, with some having waited 12 weeks or more.
But do apply when your cruise is done. Everyone will need a passport at some point in the not-too-distant future. Even just to drive across the border to Canada and back.

I've been on the Song Of America - December 1993. Great ship. Great layout. Great cruise! I won big on a slot machine, enough to pay for the cruise. Then we had superb entertainment aboard. Jim Stafford one night. Skiles And Henderson the next. A wonderful woman opera singer too.
My agent at the time was big on the Sun Viking. She adored that ship. But we had our son upcoming and by the time we started cruising again the Sun Viking and the Song Of Norway were sold. And then the SOA was sold. Classic cruise ships, for sure.

We applied for our passports on April 9th of this year and still have not recieved them. That was about 15 weeks ago. Not too worried about it since we don't really HAVE to have them for this cruise, but just wanted to share that it is taking quite a while to process them these days. BTW, these are first time passports and regular service, we didn't have them expedited.
Do you have certified copies of your birth certificates besides the ones you sent with your Passport applications?
I have a friend who wants to send the one copy she has in with her application and I'm trying to convince her that is a bad idea since the cruise is only about 10 weeks away.
We applied for two NEW passports on June 22 and at the very end of business on a Friday. Applied at our local post office application office.
We received our passports on July 4th and yes, you heard me right. They delivered them (USPS priority mail) on the holiday, right to our door with birth certificates back with them and everything.
I was amazed. Less than two weeks.
Then today I found out that some friends got their DD's passport back in 10 days ! Expedited.
