I also believe the comma is misplaced, but the addition of the word "OR" makes their intent more obvious. The way I believe it shoud read is
"No intoxicating liquors or beverages, firearms, etc." OR
"No intoxicating liquors or intoxicating beverages, firearms, etc."
Subsitiuting my own words, and keeping it simple,
"No 'booze' or 'beer', firearms, etc."
If they meant "any beverages" the word "OR" isn't needed. In that were the case it should read,
"No intoxicating liquors, beverages, firearms, etc.
Anyways, what they are enforcing onboard the ships is, "No 'booze' or 'beer', firearms, etc."
