Teens on star Nov 6th

I am taking teenagers on the star to mexico on november 6th. I haven't seen very much mentioned about the teen program except what is put out by ncl. The only reviews I have seen have said that the teens didn't use the program and that the rooms they said were teens only were continually used by the 10-12 year olds. Any taken any teens on ncl cruises?
