Does NCL have a policy against using powdered drink mixes at table? I was thinking about bringing those single serve packets of lemonade/fruit punch with us and letting the boys mix it up with ice water at meals. (With 5 boys we have to save where we can.)

I can't imagine that being a problem with NCL. I've seen it done on other lines with no raised eyebrows. It is really no different than someone ripping open a packet of sugar for their coffee. I'd just ask that they don't refill it and dilute it, but just bring another glass of water should a refill be needed.
I agree with Dave, I can't imagine having a drink mix in a small package like a sugar pack to be in violation of any NCL rules. After all your just using the ships tap water which is in abundence. It's a plus for the parents and the kids, especially if the kids like it, and you just might save a few bucks for other amenities on the ship. If you request premium water expect to pay for it.
sparks1093 - When we cruised on the Dawn in Oct/Nov of 2008 we traveled with another couple with their two children. They did bring and did use powdered flavor packets with their children in the main dinig areas without any problem.
