I know that this is a stupid question, but at the restaurants that reuire a cover charge on the Dawn, do you pay for the meal or is it included in the price of the cover charge?

Most menu items are included with the cover charge, and others aren't. It varies by restaurant and whether you order both steak and turf or sushi.
