Im a first time cruiser out of NYC on 5/19/07 and i have been getting mixed suggestions on what is the best time to arrive at the pier for embarkation.
Our cruise leaves at 4pm and some have told me to be there as early as 11am, i will be traveling with my wife and two year old daughter.

Note: there are 2 other ships docked that day also.

What is your suggestion for arriving at the pier?

We make it habit to arrive for most any cruise at about 11:30. Seems to be about the time they start processing and letting people aboard. You can usually go by your cabin and drop off any carry on even if the cabins are not officially 'open'. Also can grab lunch at the buffet and then tour around the ship to get your bearings and see where everything is.
We will be aboard on 10/5 for the New England cruise.

I'm not sure, but please check to see if NCL's Dawn is really sailing at that time. At the moment it is in drydock in Boston.
