Pre-cruise Tour of Miami?

I have friends arriving in Miami around 10am, and will be getting on their ship around 1-1:30pm. They are interested in a tour around Miami in the interim. Ideally, it would be someone who would pick up their luggage and them at the airport, and drop them at the cruise terminal at the end of the tour.

Does anyone know if there are companies that do that sort of thing?

I would think if you book through the ship they could arrange that. I know they will take your luggage and get you to the airport if you do a tour after the cruise.
