I'm sorry, I've not heard of "Todos Santos."

The Coastal Highlights is a very relaxing drive around the area. Some nice views. If you like cactus you will enjoy the visit to the ecological garden.

The Land's End Boat Tour will give you your best views of Los Arcos; great photo ops.

It depends what your interest are & how much time you have
We did a private tour to San Jose Del Cabo along the coast road, had lunch in a local restaurant walked around the square etc..went to a small glass blowing factory

Todo Santos is an artist community so if you like local handicrafts etc...this may be worth a visit

On our last cruise Oct 2008, we booked the Discover Todos Santos excursion. We were awaken at 5:30 on the morning of the excursion by a phone call cancelling the tour. It was cancelled so late that we did not have enough time to book anything else on board.
We really felt that Carnival let us down here. That said the operator had just cancelled because of low booking. I can uderstand that, but if we can not cancel a tour within the 24 hour period, the same should be true for Carnival and the Operator.
