Tender ports give priority to ship's excursion passengers. Docking ports, usually you can just get off. Sometimes there are two gangways in use, one for the tour folks and the other for everyone else. One thing to note, though, if you have booked private excursions, the drivers/guides are not generally permitted to be in the same area of the dock or parking lot as the ship's excursion buses and vehicles, so you'll need to exit that area to look for your guide or driver.
