Nugget, it's unfortunate that you encountered this situation. However, the vast majority of cruise lines have the same policy. Their contention is that they sell air seats to get you to the cruise, and if you choose to buy it elsewhere, they indeed don't have any responsibility to refund any of your costs to change it - even if you bought it elsewhere to save money, which is usually the case. Some of that is due to the airlines' own rules, of course. That doesn't excuse rude behavior on the part of the RCCL staffer that you talked with, but I'm afraid things aren't any different with other cruise lines - except hopefully for their demeanor!
