I don't think so. I have been on twice and never saw anyone doing so, and there is not really a "seperate area" whre it could be done "privately."

I haven't been on SOS, but Celebrity Constellation now has a topless area that was getting some use on our European Cruise. We sailed her last year, and don't believe there was topless bathing then. You might have to ask, as it's usually on the very top, where you have to climb a flight of stairs to get to it. Bring plenty of sunscreen and don't get burned.
