We are taking our family and one 16 yr old that is not a family member. Do we need passports or will birth certificates be ok?

Depends where your ship leaves from. If you are a US citizen and the ship leaves from a US port or San Juan you just need picture ID and Birth certificate. For the 16 year old you will need a permission slip signed and noterized by her parent.

It also depends on your itinerary, since some destinations require US citizens to have passports. If you are going to use birth certificates, make sure they are the official BC's with raised seal. However, if you have time before you go on your cruise, I would definitely suggest you invest in passports. There are rumors floating around that before long all cruise lines will require passports no matter what the destination.

I would suggest that you go ahead and obtain a pasport simply to make life easier when traveling. Even if it isn't required.
