whats the correct meaning of cruising???

What i mean is, ive just been on the adventure of the seas on a southern caribbean cruise i know the islands a very close to each other but what i disagree with is, on the last night we sailed from St Thomas which is 47 miles from san juan,
Instead of "cruising" we stopped about 20 miles of the coast of san juan till the morning.
with doing this rccl are saving money not using fuel "cruising" round the island, all so when the ship is static it makes the ship feel more rough on board.
Why doesnt rccl not make the last stop in St Thomas a later stop in stead of leaving there at 17:00pm.

They have to be in International Waters before they can open up the casino and shops. Plus they'd probably have to pay more fees to stay docked in St. Thomas longer. Recently the cruise lines have cut some deals with Nassau and I believe Bermuda to be able to open up the casino and shops on board while docked. I don't know what the deals were, but I'm sure it involved money.

Maybe part of the deal was part of the casino profits. Could be why casino's seem tighter.
