Here is the CDC's take on the Norovirus. It is not unique to cruise ships. The only reason it gets more attention on ships, is because it can spread quickly in the small environment. Ships are also under stricter guidelines to report when 3% or more of passengers report symptoms. Land based hotels guidelines are much more lenient.
