We have only ate at Chops once, on the Enchantment of the Seas. I do believe it is only open for dinner. I went there a few hours after we boarded, to look at the menu. They were closed, but someone was there, just inside the door to take reservations. They said the first night of the cruise, is usually less dressy in Chops, because of luggage issues and people just boarding. So, we decided to have our dinner that first night. We wore nice jeans and shirts. After the $20 per person fee, and wine, we spent $80 bucks. We each had steak, it was melt in your mouth. I would eat there again. I have been on the Freedom of the Seas, you will love her.
