We are looking at taking a cruise in 2009 and was wondering if there is any cruiseline or cabin cat. that gives you enough room for 2 adults and 4 children. We would like to stay with RCCL but not sure about that

I believe you will have to look at one of the family suites on RCI, which is not an inexpensive choice. I think RCI only allows 4 guests in their other cabins. Carnival will allow up to 5 in a standard cabin, but those are also limited for safety reasons.
The royal family suite holds 6 people comfortably. You have two private rooms. One of which has 2 twin beds and two pull-down bed. There is sofa bed in the living room. You have two bathrooms, two bedroom, living room, a dining room and a double balcony. You get use of the concierge room(free drinks, free dvd rental and other perks.
We always stay in a RFS when we are with the kids.
My sister and her family booked the Royal family suite on the Liberty of the Seas for November 8th, 2008. In total she paid about $7200 for the 6 of them. Which breaks down to about $1200 each ..... they may be a little steap when you have 4 children.
We are going on the Navigator for 4800.00 for 5 people. If we had booked 2 Jr suites is would have cost more and we like having everyone under the same roof. Especially the kids.
There is also a regular family cabin if you don't want to do the suite. It is cheaper. You have to contact a TA or RCI for a price quote for any of these cabins.
