Some cruise lines won't let agents sell cruises to folks living outside the U.S., except for Canada and one other place that escapes me, unless they can provide a U.S. address for the foreign travelers. I've had cruise lines ask me if my clients have dual citizenship, or if they spend considerable amounts of time at a U.S. address, and that's the address I have to provide them. That's the "official" policy.
