We immediately told the tour operator that we booked a river trip...not a bay crowded with motor boats in a high wind. We reported the mess to the tour desk and his superior who said too bad. Evidently, although we paid the ship for the trip they don't care if vendors do something totally different from the trip that was sold. We were surprised since the ship advertised the trip and took our money.
