Sailing RCCL Splendour in December, including me, wife, 2 kids, sister and mom.

This is a birthday surprise to wife and mom.

Everyone else in the group has valid US Passport, so no problems.

Here is what I will have for mom without raising suspicion from her:

Certified birth certificate, assorted photo ID (driver license), EXPIRED US Passport.

Will that be sufficient for cruise from Galveston to Cozumel and back? Name on birth certificate is obviously not same as her now married name.

RCCL web site says that for "Domestic Sailing", EXPIRED US Passport can be used, also birth certificate, etc. and that for "International Sailing" US citizens must have valid US Passport.

Since I know that, until the documentation changes take over, you can travel to Mexico and Carribbean with a birth certificate, I assume that, in this context, "Domestic" includes Mexico and Carribbean.

Any thoughts here?

Your best (and safest) bet would be to ask that question of the cruise line directly. I wouldn't take any chances.

The certified birth certifivcate will be fine, but you should also have a copy of her marriage license. They basically want the entire paper trail for each individual.

If you are traveling this December, the BC and a valid driver's license is all that is needed. You might want to bring the expired passport as back-up. A marriage certificate would NOT be needed as long as the drivers license is not expired AND the name on her cruise documents matches her drivers license.
