Not certain about that question, however just to bring you up to speed--formal means different things to different people. My son-in-law will wear slacks, shirt and tie on "formal night". My father wears a tux. My husband wears a dark jacket, dress shirt, tie and slacks. There are "prom" type dresses, and lovely "Sunday go to meeting dresses" and very dressy pant outfits and sundresses--I wear my slinkly little black cocktail length dress and fit in very well. You simply see it all--including very not classy people who ignore the themes entirely and show up in whatever. There is a saying about "when in Rome, do at the Roman's do". But when it comes to what is dressed up, the margin of what is acceptable is pretty broad!
