I think a taxi to Paradise Beach is about $12-13 USD.

Not sure how Cozumel beaches work as far as being private or public. Most have an entrance fee, which often includes something like food or drinks or use of equipment. Paradise just figures people will buy stuff there so they don't charge the entry fee.

Also note that because of the coral reefs, you have to use biodegradable sunscreens and oils.

Dave brought up a good point about the biodegradable sunscreen. This is something you can easily order online. I used amazon.com when I ordered mine, and just searched for "biodegradable sunblock."
