My thinking is that life vests are taken pretty seriously on cruise ships and just because they are in abundance does not make them available for casual use. Same would seem true for a comment regarding the use of life boats as tenders and the idea of putting out cigars with fire extinguishers.

We were just on the Mariner of the Seas in March and they do not have a water slide like the older Voyager class ships. The main pool has a metal fence that seperates the pool from a small wading area. It is not very big nor very deep but there were small children enjoying it. They did not offer life jackets but I did see children that had their own and they were having a great time in the pool.
