Well, I haven't heard that one until now. With respect to what we generally call tea (tea bags by the coffee stations), juice (orange, grape, grapefruit, in the food areas), and water (again, in the food areas) - these are included in your cruise fare. What your friend heard probably has to do with specialty teas, juices, and bottled water that are sold. The juice bar on the Freedom Of The Seas for instance, or at the cafe in the promenade.
I believe that it is $4.50/day for children and $7.00 for adults, but definitely is not $16.00. I may be mistaken.

All bars have a selection of canned soft drinks. These are around $1.50 or so if I recall correctly, not including the 15% gratuity added to each drink purchase. Given that an adult soft drink package is $6 per day, we have found that it is better to have adults buy by the can. We get the soda package for our son though.
The way it works with juice.....it is included in your cruise if you get juice in a dining venue (buffet or dining room). But if you go to a bar and ask for orange juice they charge you for it, unless you have the soda package which includes juice at bars.
