Some of them are posted a year or more in advance but be aware that the earlier you book them the more likely it is there will be changes. The cruiselines do changes providers based on popularity of the excursion and performance of the opperators. Contracts get renewed and other vendors submit bids and sometimes take the place of current vendors. I'd say for most cruises 90 days out or sooner would be a relatively safe time to book excursions.
