This always has been, and probably always will be. You get lemonade, iced tea, coffee and juices for free. You pay for bottled water as well. If you go on a luxury cruise line like Radisson, you get all this for free, including wine nightly with dinner, 2 bottles of liquor of your choice in your suite, as well as free champagne when you come aboard. Of course, the cruise is considerably more more, so either way you look at it, you're paying for it.
