I am bringing to 14 year olds with me on a cruise in August and I was wondering if I can put a limit on the amount that they can charge to my account during the cruise or do I either have to have open access or no access?

Yes you can put a limit to their seapass card. Just go to the Guest Relations Desk on board the ship and set it up any way you want. If you want to add or subtract during the cruise, you can do so.
We don't allow any signing privileges on our kids sea pass so they cannot purchase anything. We purchase the soda package so they can get a soda anytime they want. At the arcade there is a machine where you put in their sea pass and put a chosen amount of credit on it so they can play in the arcade. When they use all that you can just add more if you like.
Double check your kid's passes to ensure they don't have privledges. I restricted my kids when we were checking in at port and they said the kids could not charge. My son was in the arcade later and happened to try his card and it approved the charge. I was with him at the time so no big deal but I was disturbed to know he and my younger daughter could have purchased way more than I wanted. I did not initially set this up at the guest relations desk on the ship. I did this checking in. I'd be more careful next time and do it at the guest relations desk. Have fun!
