I am the odd smoker that absolutely hates the smell of smoke. I find that as long as the ship is moving, you usually don't smell smoke, unless you have a real chain smoker next door. Commenting, somewhat loudly but nicely that you smell smoke may work. While it probably won't get them to stop entirely, they may be less likely to smoke if they know that you're out on your balcony (doing whatever it is that you do!)
You don't like cigarette smoke on a balcony but I don't want to hear you & you're partner fooling around either. So you might want to think of that before you light up your stogy or spill the perfume. Maybe what you're doing will offend others too.

That would be highly offensive to me too. It could even be grounds for charges being filed, especially if minors were in an adjacent balcony and heard "it" and got curious and looked.
I am not making light of this, although it is very entertaining. I was just trying to figure out the odds of nude sunbathers doing hanky panky and chain smokers being in side by side balcony cabins. If I was smoking on the next balcony, and I heard noise from hanky panky, and then the hanky panky people knocked on my door to complain about my smoking..Let's just say they may not get the response they were looking for.
Regardless of which one is more offensive to an individual, smoking on balconies is still approved by the rules. Doing the wild thing on a balcony is voyeuristic and something I'd consider a violation of the guest conduct policy.
Aren't the beds comfortable enough?? Maybe when they christen the Fetishdam that kind of behavior might be permissible. Until then, you have to remember that your rights end where another person's rights begin. Smoking is an authorized activity on balconies (even pungent Cuban cigars) but illegal exposure is still forbidden.
Interestingly half the time in the Love and Marriage game show one or more of the couples will answer the most unusual place they have done the wild thing is their balcony.
By the way--known people who have learned the hard way to use the extra bolt on the door or put the do not disturb in the key slot. Those poor cabin stewards . . .
