The US State Department changed their requirement of passport to proof that you submitted an application. They changed the requirement in the last two weeks because of the passport backlog. This has been on the .gov site and in the newspaper. They tell people that they need to check with the country they are traveling to and find out their requirements. People have been turned away from boarding planes to Mexico because they don't have proof of citizenship.

U.S. citizens with pending passport applications may obtain proof of application at: https://passportstatus.state.gov/opss/OPSS_Status_i.asp

For the U.S. state dept regulations use...

Thank You for the link and now I feel so much better because it states:

June 8, 2007 - The departments of State and Homeland Security relaxed the valid passport rule for air travel to Canada, Mexico, the Caribbean and Bermuda provided travelers can show (a) a government-issued photo identification and (b) an official proof of application for a U.S. passport from the U.S. Department of State which can be secured from http:/travel.state.gov. Children under the age of 16 traveling with their parents or legal guardian will be permitted to travel with the child's proof of application.

Note: Travelers who have not applied for a passport should not expect to be accommodated.
