On the Holiday last year we had water as orange as your jacko lantern in our cabin, and it was a Cat. 12 suite. We just let it run for a couple minutes and it cleared up.
We were on the same cruise with Dave and even down in steerage where we were, you had to run the water on the Holiday for a bit to get it to clear up. I did notice though, that it was worse in the morning. About 5PM when everyone was running water for showers and stuff getting ready for dinning it ran clear almost immediately. But definitely a rusty pipe issue that would require extensive plumbing refits to resolve.

Just coming off 10 days on the Radiance we had one day of rusty water. It was only the hot water, and it cleared up after running it for 15 minutes. It was just after refilling the system in San Diego. I saw it on a few other ships also. I always see it in my home water system after shutting the water supply off to do some repair work.
Not sure if this had anything to do with it, but on my cruise on the Enchantment (Five night Western Caribbean, embarkation date September 19, ports of call were Grand Cayman and Cozumel), on the first full day of the cruise (September 20), there was a broken pipe that affected everybody from deck 4 on down, including the dining room, so there was no water. It sounded like though that got resolved later that day. Fortunately I was on Deck 7 so I wasn't affected by the break.
One good thing about that, that I was talking to people with at breakfast and lunch. There were lots of empty staterooms, so if there were staterooms that got flooded because of the broken pipe, they could most likely move the passengers to another room easily.

If they claimed there was nothing wrong with the water, I would have made one of them drink it...
I would also write a very succinct letter to corporate in Miami. We had a problem several years ago and I took the guest survey and enclosed a letter when I got home. I actually got several phone calls from a vp, who took care of us.
We own an inn/restaurant and I can't imagine expecting anyone to put up with discolored water. I drink gallons of water a day and I've always noticed that the ship water was actually delicious...but I wouldn't drink yellow water.
We had an incident on the Monarch where we didn't have hot water for 3 days. The cabin was in the very front of the ship and the hall smelled like sewage. Everyday we would complain and everyday they would send someone to fix it...it never got fixed. After the 3 days, they finally moved us to another cabin (an upgrade), gave us champagne & chocolate covered strawberries. I do, however, believe that if we hadn't pursued it, they would have just kept sending someone everyday, knowing full well that it couldn't be fixed. That ship was way overdue for drydock. I can only say that they almost lost us as a customer...and this Nov. we are going on a b2b, so they would have lost a really good customer.
Put your complaints in writing and try to be as objective as you can. Also, give credit where credit is due so the don't think you are just a whiner.

Rusty water would be a better description unless you're talking about the water in the toilet. I wouldn't consider drinking anything but crystal clear water.

I was on that cruise too. I didn't have orange water, but I bet it's because you were running your water soooooo long that I didn't have hot water!!!
I don't know, but maybe it is just me, but I think when you are paying the prices we do for the cruise, discolored water or anything less than perfect water...is unacceptable. In my business...if we are anything less than perfect...we hear about it from our guests...it is all about quality of service in every aspect of the experience. Repeat customers kept us busy this year in this bad economy...I can't imagine RCCL could possibly think they'll keep us coming back if they don't keep the plumbing running well.
