I have a pair of 3 year old twins. We just got back from the Jewel of the Seas. The program for that age is aquanauts. They must be fully potty trained and they have a policy that if your child has 2 accidents, they cant come back for the program. My daughter thank god had only one accident. They enjoyed this so much! They had a blast. The program runs from 9-12 and 1:30 to 5 and 7pm-to 10pm. In between you can also leave them for lunch or dinner hours and they would take care of this. We wanted to have fun with them so we only took them to this "club" on different shifts. But when we did not take them, they would complaint sooo much.. because they loved it! There were many kids and they had different activities for every hour. From 10 to 1am they had babysitting where you could bring them for a fee of 5 dollars an hour, charged to your sea pass. I saw lots of kids staying for those hours. I never brought mine.
