Is Category E1 (Deluxe Oceanview Stateroom w/ balcony) a higher category than a Category E2 or vice versa?

Technically, category E1 is higher than E2, but there is no difference in cabin size or amenities. The only differences lie in location (only E1 categories are on Decks 8, 9, and 10) and total occupancy capacity (all E2 categories are designed for double occupancy only).
