On my past two cruises, I have noticed that the checked luggage on cruises sometimes remains on the cart by the elevators on the floor that the luggage is to be delivered to. What I have also noticed is that instead of passengers waiting for staff to deliver their luggage, they will just grab it off the cart if they can find it easily. Is this something people do often? For me, I pack a carry on bag with my first evening's wear and medications, so I'm in no hurry to get my bag; I just usually wait for it to get delivered to my stateroom.

I have never seen anybody do that; but if I was on my way to my cabin and spotted my own bag or bags, I would probably just grab it. I sure wouldn't go out of my way looking for it. I don't believe they keep a list of the luggage, or that this would interfere with their operation in any way.
I don't think people do this very often. As a matter of fact, there may be safety issues about passengers pulling their luggage off of racks. On my last cruise in October, my luggage was in my room by 3pm. Packing your meds and a change of clothes in your carry-on luggage is a wise thing to do.
On our Royal Princess cruise in December. People were waiting at the elevators for their luggage. I have never seen anything like it. It wasn't that they were slow to deliver, either. If there were suitcases on the carts, people were grabbing and running. I don't know what the deal was. I was too busy checking out the ship to worry about it, and I think our luggage was in our room by 2.
They'll probably start asking people to stop doing that. I can just picture someone ranting about how they hurt themselves because they had to schlep their luggage to their cabin - all because the service was too slow.
You will note here that the luggage tags do have a bar code on them. I would think they scan the tag for tracking of the bag and accountability. You very well could be throwing the system off by taking your own bag. Why else would they have the bar code?
On the Radiance with Sonny one of my bags did not make it to the room by 5, first time ! I called the guest relations desk and was told that unclaimed luggage was available on deck 2. I went down saw my bag among about 20, on a ship of over 2000 passemgers, that is still amazing. When we went to tell the Moms, I found out my Aunt's luggage had not arrived either. I went back down to deck 2, but they have moved the remaining luggage to a small room off of the guest relations desk. It was among 6 bags at 5:30pm not claimed. I never received luggage tags and we had tagged them at the port, but those tags were somehow NOT on our bags when we claimed them. This small inconvenience was not a problem, we were just happy to have our bags and cruising !

We never worry about our luggage as we always have what we need for the first day and night in our carry on and it does seem to be there in plenty of time to put away that same day.
