Do the employees on cruise ships pay US taxes? Does it make any difference if they are tipped in cash or via folio?

Most cruise ship employees are "international" - i.e. not US citizens. The reason the cruise lines have changed the policy and now charge them to passengers' shipboard accounts is for convenience, and probably has little or no bearing on the crew's individual tax situation.
