In your cabin. Royal Caribbean never allowed it since I've been cruising with them.

They always suggest ladies wear a t-shirt on the flowrider but some just don't believe it, until "poof" there goes the bikini. But then the Serenade doesn't have one.

I have done some research this morning and found this buried in the RCI Guest Conduct Policy:

"Topless sunbathing is not permitted except on selected itineraries, and then it will only be allowed in designated areas. (Contact Guest Services for Dress Code details.)"

Must be a change. RCI has been tweaking things lately. Anyway, "selected itineraries" doesn't include cruises in the Caribbean or those which depart from U.S. ports. They should simply say "on some cruises in the Mediterranean" since that is what they mean.

You could probably go topless on your own balcony while you were at sea. I don't think anyone would notice. I saw a German cruise line last year that allowed it, and in port to, which is the way I found out. I can't remember the name of the line.
