We're booked on the Nov 4 2007 Explorer of the Seas to bermuda. One of my friends who booked the same cruise has a question about duty free shops on board. He said once the ship is in "international waters" this is when the duty free stores actually become "duty free". I don't quite understand this but could someone tell me if this is correct? Thanks.

That is probably the correct legal definition, seeing that the stores are never open until intl waters are reached. If you purcahse something on board, it is duty free and each US citizen is entitled to purchase up to $800 per person without having to pay duty upon re-entering the country.

WHICH BRINGS UP ANOTHER QUESTION .....suppose you purchase expensive jewelry on board the ship, example a $2,500 ring. Does US Customs compare the ships on-board charges to passenger's custom form declarations, even at a later date? Or have they ever queried American Express charges? This is something that has always been intriguing to me.

I have heard that the cruise lines have "an arrangement" with Customs - at least in some U.S. ports - where they provide records of significant onboard purchases and gaming wins in exchange for "less hassles". This is just a rumor I've heard more than once.

Thats scary! Surely they wouldn't charge someone with perjury if they forgot to list that $2,500 ring! (its not me so I'm not worried about it!)
