I think those are only on the Dream-class ships. They can sleep 5 and the bathroom is split into two rooms. One with a full tub and a sink, the other with a sink, the toilet, and a shower.

Customs & Border Protection can grant a waiver, or the cruise line had to pony up the fine which I think is $200 per passenger. Since the ship made an effort to comply they probably weren't fined.

It's cheaper to simply book a double occupancy cabin for a solo cruiser, otherwise you'll have to pay port fees and taxes for two people.
